Overall some revision on the system would be neat as it would make critical operations a bit more enticing. But still be limited in number as to not outright replace the stock bread and butter of your army. So said divisions can actually operate like the elite independent forces they are meant to represent. Heck make it so that they can not be in mixed battalions of divisions involving other SFs or even regular infantry. That way your able to disperse the ability to field multiple forms of SF yet still make them concentrated in regards to their presence. However this limitation should be more segmented on a SF type basis rather then under a universal category. I get there should be a limitation in regards to how many SF there are so we don't have the issue like before in regards to say the Romanian marine corp or full Alpini (mountaineer) Italy. Looking at and playing around with the mechanic for awhile I have a feeling its a bit too restrictive in a universal sense.
